A First-Diagnostic Order for Keyset Problems
Most keyset problems are solved by checking four things in the right order, and unsolved by checking them in the wrong one.
Structure first
Confirm the file is well-formed and named correctly. A validator can do this without exposing values.
Placement second
Confirm it is where the tool looks, not where it seems reasonable to put it.
Relationship third
Only then consider revision and firmware compatibility between the keyset and the content.
Error text last, but read it
The layer the error names is the layer to investigate. Replacing files discards that signal.
